It's Written In The Code!

Here is a copy of the Parking Meter Zones found throughout Hudson, as seen in Chapter 305, Section 15 of our Code, titled Establishment of Meter Zones.  Attachment A, Streets Included in Metered Area, seems to have been produced in December of 2009, 13 years ago (see bottom right).

Warren Street is the last line on the list.  Notice that parking meters are supposed to be found on Warren Street from 2nd Street to 8th Street.

I seem to remember about 5 years ago when Rick Rector was Mayor that he vetoed an effort by the Council to install meters along both sides of the 200 block of Warren.

Why did the idea of installing parking meters on that block even come before the Council?  It says in the Code that the 200 block of Warren is part of a Meter Zone.  So why are there still no meters there?  Why would there even be any discussion about whether or not meters should be there?  Why even bother having a Code if it's going to be ignored?  Did someone include the 200 block of Warren in the Meter Zone in 2009 in the hope that meters would magically sprout there?
