If there were one sign in the 
City Hall parking lot, it should read
WE DON'T GIVE A CRAP

Is there anything more obscene and egregious than willfully wasting electricity by leaving lights on when they are not needed?  Especially old, huge, energy-inefficient bulbs left on during the day, outside in a public space?  In a parking lot owned by a municipality, no less.  

DPW and its Superintendent, Robert Perry, as well as the Mayor's Office, act as if wasting energy and setting a disgraceful example have no consequence on the planet or any of its inhabitants.

Heap SHAME on them!  Ask them why the city won't figure out how to make the light turn off at sunup and on at sundown.  Ask them why they can't act responsibly.  Ask mayor if he knows where Robert Perry's office is -- like where he sits at a desk with a computer and a phone that he uses (hint:  it's not in City Hall).
