Can The City Issue Code Violation Notices To Itself?

If you need further evidence that City Hall just can't wrap its head around the idea of safe, respectable sidewalks for all, take a look at the sidewalk in front of the Police and Court building at 702 Union Street.  It's also further evidence that no one at City Hall seems to be paying attention.


A long section of the sidewalk east of the railroad tracks was ripped out last year, around the time that CSX did track replacement work on 7th Street, which was in October.  Instead of replacing the concrete, large loose gravel was placed down, and there it remains, a sorry excuse for a sidewalk on city property.

Does it matter who removed the sidewalk
and replaced it with stones?

This is what is known as a code violation, brought to us 8 months ago.  A sidewalk that is inaccessible to the disabled, those pushing a baby stroller or using a walker or wheelchair, and a danger to all. This is exactly what the US Department of Justice told Hudson City Hall years ago that they must stop doing themselves and stop allowing property owners to do. Yet City Hall continues to fail to comprehend the seriousness of the issue of ADA compliance. It's like an illness of some sort.
About 4 months ago, National Grid was doing work below the street and sidewalk directly in front of the police station. They dug up one pad of the concrete sidewalk and replaced it with asphalt, also known as a code violation. It's lumpy, unlevel and it's ugly.  It is also city property.

The questions are:  To whom will Craig Haigh hand the 2 code violations to get the sidewalk done correctly and make it safe for all, like up to ADA standards?  Judge Connor?  Judge Roberts?  Police Chief Franklin?  Acting Chief Miller? Kamal Johnson?  Robert Perry?  How about ADA Compliance Officer and Mayoral Aide Michael Hoffman? Who will do the actual sidewalk work, DPW or a hired contractor?

Do you remember years ago when Ed Moore assured us that he would make the new police station on Union Street more welcoming than the old one?  Do you suppose that he meant to include the sidewalks in front of 702 Union in his lofty goal?
