Beware The Irresponsible Tree Owner

What to do when confronted with low hanging tree branches blocking the plane of the sidewalk, especially those at head level and waiting to poke an eye out?

Duck and weave (if you can), doing your best to avoid the overgrown vegetation, and continue on, essentially doing nothing about the issue?

Contact Code Enforcement to report the code violation? (Of course, they aren't available on Saturdays or Sundays)

Contact the Hudson Police Department?

Contact Rich Volo, Chairman of the Conservation Advisory Council, the group that is getting Hudson so many sidewalk trees, and ask for his advice?

Knock on the property owner's door and, if anyone is home, gently inform/remind them of their responsibility with the tree on their property or in the sidewalk and see how that works?  If no one is home, leave a note and hope for the best?

Break the branch or branches off by hand or cut them with clippers, as the property owner should have done weeks or months ago?

What would be the most effective choice?
