"Early May"? How About Early July?

As Hudseen reported on in mid-April, DPW Superintendent Robert Perry told the council in early April that "Mullen should be wrapping up on Warren Street in early May."  Then why did Mullen begin digging up the south side of the 300 block of Warren today, in late June?
The 300 block of Warren is getting a 2nd,
much wider gas pipe on the south side.


We weren't supposed to see any more of this
on Warren Street as of "early May."

Why didn't Mr. Perry correct himself during the June informal meeting, or did he think that Mullen was done two weeks ago?  If he thought they were done, why didn't he announce it to the council?  

Is Mr. Perry an habitual liar, forgetful or deceitful?  Or all of the above?
