Breaking the unenforced "rules"

a clear breach of RULE #12

At 6:16 am, in the City Hall Municipal Parking Lot


From Warren Street this morning, I first heard the engine of this garbage truck as it made its way west on Union approaching the stop at 7th.  Then its brakes squealed loudly....  It soon made a stop in a small parking lot on Union at 6th, sparing no noise as it lifted a dumpster over top and emptied it.  Engine roaring, dumpster clanging metal on metal, dumpster bashing on concrete.  Then the beeps of the truck in reverse.  The time was 6:12 am.

Refuse companies must purchase an annual $1,000 DPW REFUSE PERMIT to do their business in the City of Hudson.  With that permit, the companies are given a LIST OF RULES FOR REFUSE COLLECTORS, a portion of which is seen here:




Of the 15 RULES on the list, number 12 is the only rule written in bold letters and containing capitalized words.  Much to the contrary of Rule 12's clearly stated purpose, neither HPD, DPW nor Code Enforcement enforces this so-called rule.  STRICTLY ENFORCED?  It is not at all enforced.  Garbage trucks can be found AND HEARD making their rounds well before the 7 am curfew, sometimes even before 6 am.
