Blocked Sidewalk Absurdity Of The Week

 barrel remain blocking the sidewalk...

...for this?

How long will this remain directly
in the middle of the sidewalk?  Does
Robert Perry care how long?

Before the contractor redid the sidewalk at 418 State Street a month or two ago, they should have asked DPW if the metal mushroom sticking out of the middle of the sidewalk needed to remain.  The contractor likely would (or should) have been told "No, those things are obsolete and serve no purpose other than to trip pedestrians and put them on their chins.  Remove it before you pour your concrete so that it is no longer a hazard."  

Of course, DPW Superintendent Robert Perry could have told the contractor ahead of time what to do with the pipe to prevent the problem from remaining and necessitating another blocked sidewalk.  Where is Mr. Perry when we need him?  Where is all $114,000 of him?
