Why Replace The Sidewalk First?

Seems to me that the wise and logical thing to do when blocking a busy sidewalk which forces all pedestrians well into a busy street is to actually work on the sidewalk to get it once again passable as soon as possible.  Blocking the sidewalk, removing the sidewalk, doing a little bit of work on the sidewalk, and then concentrating on work elsewhere seems dumb and disrespectful.
  You know, finish the work you started, especially when that work is inconveniencing other people and putting them in harm's way. 

But no, City Hall does not expect this of contractors working in the city, whether or not they have a DPW Sidewalk Permit (just walk past CVS).  So why should we expect the contractor working inside and outside of City Hall to be any different?  

There has not been anyone working on replacing the sidewalk in front of City Hall for at least three weeks.  The sidewalk was removed, then abandoned.  The contractor seems to be busy working inside, but apparently the closed sidewalk can wait while everyone walking past City Hall is forced to step off the curb into the street, wait for traffic to pass, proceed for 50 feet in the street and step back up onto the sidewalk.  All the while trying not to get hit by a passing car or truck.

Where are the workers out front?

You think Kamal Johnson cares one bit how long the sidewalk in front of his City Hall is blocked while it's not being worked on?
