What is this still doing outside the fence?

Robert Perry could have had this metal tub from the 16th century removed before Colarusso repaved upper Columbia Street the week before last, but I guess he decided it should remain.  Or maybe he doesn't even know it's there partially in the street.  Perhaps the car that finally (next?) hits it will be a city vehicle.  Maybe a DPW vehicle!  Maybe Mr. Perry's city-issued vehicle!
