Why Am I Not Surprised?

Yesterday, at the corner of 4th & Warren where a 30-room hotel with restaurant is being constructed thanks to Galvan, I watched as a worker for the contractor chipped away at a brick wall with a short jackhammer he held horizontally, with the chisel just a few feet in front of his face.  He was not wearing protective eyewear.

Galvan hired the construction contractor Bishop
Beaudry from Colonie to build their ill-advised
30-room hotel at 4th & Warren.
