What Is It With Some Dog Owners In Hudson? Is It Time For Dog Poop DNA Testing?

This is the same location that a recent HUDseen article focused on showing several full dog poop bags on the ground in late November.

Today I counted 19 tied dog waste bags along Prison
 Alley a few feet from 3rd Street and a
half block from Warren.  This shit needs to end.

2 nearby fresh piles, possibly from the same dog, on 
the meter island in the City Hall Municipal Parking Lot.
