I first noticed this obscenity exactly two weeks ago. While it is (barely) attached to a National Grid-owned pole, it was likely left behind by an internet provider or a contractor hanging wires for them. Chances are good that it was a company by the name of AMW Utility Contractors. (Read more about them here: AMW) .
It doesn't matter who put it there or what it is (and whether it contains electricity or not), it shouldn't have fucking been there for more than a few hours. But this is what we get, especially lately, when much of City Hall simply doesn't care about much of anything, particularly what Hudson looks like or how dangerous it is. Who would you even call at City Hall to complain about this with any confidence that someone might try to do something about it? Rob Perry? Are you friggin' kidding me? It wouldn't bother him one bit if this ugly, unwelcome thing were on the utility pole directly in front of his house for years!
Of course, it's not unusual to see children playing on the sidewalks at the southwest corner of 6th & Prospect, often on their own. It is a residential area, after all.

The Hudson Code Enforcement Office is across the street from the blue building in the background. |

The disrespect coming from contractors running rampant all over town is a direct result of the dysfunction inside City Hall. |
