Is Hudson The Most Deliberately Unsafe City in New York State?

It doesn't really matter if DPW deliberately didn't clear the shoulder of snow south of the entrance to Oakdale Park three weeks ago or if they just forget to do it, does it?  Either way, it can't be acceptable, can it?

Mother and child walking to public park, both are forced into the traffic lane at the bottom of a steep hill, both mother and child get hit by vehicle travelling at 35 mph or more, child dies immediately and mother is paralyzed and in a coma, husband sues City of Hudson and DPW Superintendent Rob Perry for wrongful death, case is settled out of court for ten million dollars, Mayor Joe Ferris says his prayers are with the father and grandparents of the child, Rob Perry has no comment.

The flashing crosswalk pedestrian signal on the right was not working last week when I checked it.  This was also the case last fall, though it was working again soon after I informed City Hall about it.
