When were the 2nd Street stairs completed, including the landing?  7 months ago?

Has the Ferry Street bridge, including its sidewalks, been open to the public for more than 9 months? Who will pay to have those cracked sidewalks fixed when they really start to come apart in chunks large and small this year or next?  Hudson taxpayers?  Who will do the work?  DPW will, of course!
