What's The Opposite Of A Sinkhole? A Volcano?

I first noticed the strange wet problem on Spring Street on July 31st, nearly two months ago, if only because someone had marked it with spray paint.  That paint is long gone, but the problem has been ignored (likely by DPW) and it has only worsened.  A lot.  The asphalt in front of 6 Spring looks ready to erupt at any moment.  The well-cracked large hump, which slowly releases water constantly, is now about two inches high at its apex.  (Pictures can't convey the severity of the hump very well.)

This morning, I noticed a large crew of DPW laborers installing crosswalks and a stop sign at 7th & State.  Last week it was 5th & State.  Apparently, Rob Perry isn't at all concerned with the ready-to-erupt section of Spring Street.  Or perhaps he's afraid to cut into the street for fear of releasing what seems ready to explode.  Heck, maybe Rob is just waiting for the eruption to take place so he can get a dandy picture or two for his subsequent DPW report to the CODE & INFRASTRUCTURE COMMITTEE (that hasn't involved anyone from the Code Enforcement Department for at least 4 months).  Sounds about right to me!

It seems to me that Rob Perry should be required to inform the council and the public how many thousands of dollars are spent on each broken water or sewer pipe DPW is forced to repair.  Labor, materials, asphalt patch, gas and diesel (!), overtime, his pictures, everything!  You know, just a reminder to everyone about how expensive our ancient infrastructure really is.  Don't you want to know how much it will cost us to fix that situation underneath Spring Street, if it ever is?  You probably wouldn't believe it!
