of a large apartment complex

For well over a year, this fire hydrant on Front Street has been covered in a series of plastic bags which eventually deteriorate and get replaced by the DPW Water Department.  A Fire Department official told me that this hydrant is not critical, and that if there is a fire, other nearby hydrants can be used instead.  There are at least two other bag-coved hydrants in town that make me equally proud to walk past and see.
