An Acceptable Look Behind City Hall

This parking meter in the City Hall Municipal Parking Lot has been inoperable for at least 8 months and partially covered in blue tape for at least 4 of those 8 months.  I was recently told by a city employee that "the city no longer has any spare parts for the older meters," of which this one.
