Are There Exceptions To The Rule? (or Why is Our Bank Account Short $45?)

Shown are 3 partially snow-covered cars parked this morning on the odd side of Prospect Avenue between Rossman and Warren.  They obviously haven't moved since the snow stopped falling two days ago. Today being an odd day, these cars were parked on the WRONG side of the street and so they should have been issued $15 WRONG SIDE PARKING tickets by HPD in the early morning hours.  None of the 3 illegally parked vehicles were ticketed this morning.

The first vehicle is the 2003 Cadillac that I posted about 6 days ago when it was parked for at least a week on the other side of Prospect Street and had received zero tickets.  At one point prior to that it was parked for days with a flat tire.  Today it still has its 2018 vehicle registration on the windshield with a 2017 inspection sticker.  Someone got in that car and drove it to park on the odd side a day or two after I posted about it, where it has remained.

Then the Red Silverado.  It has been there for at least 3 days unmoved.

Then the Ford Fusion that has been parked unmoved for at least three months.  Not one overnight violation ticket has been issued to it.

7 weeks ago, on January 10th, I received the following email from Hudson Police Chief, L. Edward Moore:

Two nights ago, there was a public presentation by a consultant who did a deep dive into our MANY present and soon-to-be parking issues.  I noticed that Ed Moore was not in attendance.  The main takeaway from the presentation was that we rely too much on ON-STREET PARKING and that we need to find more off-street parking before things get ugly.
