Hello, OSHA?
Two workers in front of City Hall this morning in a cloud of pavement dust (silica) from a pavement saw cutting into the street, and neither of them with lung, ears or eye protection. Nothing! And pedestrians were not forced to stay away from the dust. Sure, walk as close as you like, stop and take a deep breath if you care to. Not to worry, the hospital is only a few blocks away -- and they even have a cancer clinic!
