I can only assume that all HUDseen readers, like me, are aware that there is only one Hudson Department of Public Works (DPW) office and that it is located on the second floor of City Hall at the top of the stairs. (If not, now you are!).
If our understanding is accurate, what has for decades been written on the door to that DPW office -- where two friendly DPW clerks can be found, the $117,000 DPW Superintendent can never be found and the public can be expected to visit for a number of reasons -- is a real mystery, isn't it? It doesn't even have Department of Public Works or DPW written on it. Instead, it does have Department of Water - Sewer written on it even though that is not a department that currently exists in the City of Hudson and quite possibly never has existed!

Is it any surprise that DPW Superintendent Robert Perry doesn't work from the second floor of City Hall and can never be found there or even approached and spoken to by the mayor, the public or his two clerks? Of course not! Why would anyone, including his "boss," the mayor, expect our $117,000 DPW Superintendent to ever be found anywhere near his two clerks behind a door that doesn't even properly or accurately identify who or what is behind that door?
Yesterday, one of the DPW clerks yelled at me (once again) after nicely asking her (once again) if Mr. Perry was available. "How many times do I have to tell you, Rob doesn't work from here!"
"He still doesn't have an office here?" I asked nicely (once again).
"No, he does not," was the (calmer) response I got (once again)!
"Do you know where I can find him?" I asked nicely (once again).
"No, I do not," was the oh-so familiar response I got (once again)!
The other clerk couldn't help me either.
I'm thinking that the DPW office where Mr. Perry does work from must be located someplace away from 520 Warren Street where a door exists that proves it. Isn't that how the sane and well-organized world usually operates? But where is that door and why can't I, of all people, find it? Our $117,000 DPW Superintendent has to spend some time in an office somewhere, doesn't he? Perhaps at a desk with a phone on it that anyone can call and that he might actually pick up? And behind a door anyone can knock on and that might lead to him working at his desk? A door that has DEPARTMENT OF PUBLIC WORKS SUPERINTENDENT, possibly including his name, written on it in clear, unambiguous language, perhaps?
Where confusion -- especially deliberate confusion -- and mystery reign in the civic sphere, malfeasance is never far behind. You can quote me on that one!Our $117,000 DPW Superintendent, possibly in his office.
If Robert Perry doesn't work from the second floor of City Hall, where the heck is his office? He can't be outside for 8 hours every driving around, talking on his phone and taking pictures all day for his monthly DPW report, can he?
