Why Did DPW Bother To Repaint This Fire Hydrant Two Years Ago?

I'm thinking that the black gunk caked on this hydrant near the turn in the truck route is the same diesel engine effluent that gets lodged in our lungs so easily.  What else could it be?

Is this Rob Perry's idea of an
attractive fire hydrant?  Does it meet
his low bar of respectability?

Yesterday morning, I saw a DPW worker mowing the grass surrounding the Firestation on Washington Street. The uncut grass didn't look unattractive, and it didn't look long at all.

Hudson could be such a more attractive city, but it's as if the powers-that-be in City Hall would rather it not be.

According to an old Hudseen article, this
hydrant was painted two years ago.
