What Does Hudson Not Understand That The County Does?

Today at 11:30 am, all the lights were off in the Columbia County parking lot located at 6th and Columbia Streets.  Lights off, as they should be during the day, even under cloudy skies.

Just a half block away, though, in the Hudson City Hall parking lot, it was a different scene...

... All 14 of the operable lights in that lot were on.  Lights on when they shouldn't be, even under cloudy skies.
